Having this problem with just one user who is trying to deliver peer review emails for the first time.

His settings appear to be the same as all other users. Image attached of the full error code.

This is a new one on me, but that's the sort of error message I'd be re-running QuoteWerks nsetup for... close all other programs, switch off AV/firewall, 'run as' Administrator, etc. and try it again.

If that doesn't fix it, then it may be worth: 1) looking into the MAPI profiles (as the message suggests), 2) try logging into QuoteWerks as another User on the affected User's workstation and see if it works, and 3) have the affected User use another User's workstation and log into QuoteWerks as themselves to see if that works.
